I just talked to 8 different Microsoft support agents, sending me in a Merry-go-Round of “there is a better department for that” and “they will definitely be able to answer your question”.

The x86 and x64 iso option gives 32 bit and 64 bit version. Note teh file size, dual option is twice the size of 32 bit only option. I guess I’m not following. Your IT department bought you the CD but now you want to be able to download the software from the web? Why did you IT guy buy you the CD if you wanted to download? Can he not place the executable somewhere on your network so you can install remotely?
Honestly and I understand you are irritated I’m not sure this is any indication that Microsoft is manipulating your nor incompetent. When purchasing software you are given the option to download or get the CD.
It was your IT department who selected the CD version. Why could I download professional trial version with an option to activate it but, I cant even get a trial version of project standard in the same web area?
I get routed to of all things Unless you have formal response from Microsoft which I very much doubt you will get , then I can only assume. And as a client of Microsoft, I have a legitimate licence adding no value whatsoever, and I do need it urgently.
